The Wild Easterlings

The Wild Easterlings are the unconquered steppe clans of the Sea of Rhûn, who have resisted the authority of every lord who has tried to bring them to heel — Rhûn chieftain, Mordor lieutenant, and King of Dale alike. They range across the grasslands east of the Celduin, rounding up horses, raiding flocks, and collecting road tribute from any caravan foolish enough to cross their steppe without an armed escort.
